Pursuant to the provisions of IC 36-10-3-20, there is hereby established a nonreverting capital fund for the following purposes:
(A) To acquire land.
(B) To make improvements to land held by the town as parks, such as erecting permanent structures for use in sporting events, or permanent playground equipment.
