(A) The Town of Crothersville, Indiana hereby establishes a Redevelopment Commission pursuant to IC 36-7-14 for the following purposes:
(B) The planning, replanning, development, and redevelopment of economic development areas:
(1) Are public and governmental functions that cannot be accomplished through the ordinary operations of private enterprise because of the necessity for requiring the proper use of land so as to best serve the interests of the city and its citizens, and the costs of these projects;
(2) Will benefit the public health, safety, morals, and welfare, increase the economic well-being of the city and the state, and serve to protect and increase property values in the city and the state; and
(3) Are public uses and purposes for which public money may be spent and private property may be acquired, all as provided and authorized by the act.
