This chapter shall be of no force and effect as to mobile homes and dwellings placed within the town on or before the effective date [April 14, 1983]. Provided however, that in the event the lot upon which is located an existing mobile home or dwelling ceases, for a period of 30 days after the effective date of this chapter, to be used for the placement of such mobile home or dwelling of use of said lot regarding the placement of mobile homes or dwellings shall be controlled by this chapter. This section shall not be used to prevent the improvement of the usage of land affected by this section. If during the 30-day period above mentioned, a person begins demolition, reconstruction or construction to replace exempt mobile home or dwelling, then that person shall have 180 days from the beginning of such demolition, reconstruction or construction to complete the structure.
