§ 92.11  CONSTRUCTION OF ROADS, STREETS AND ALLEYS.
   (A)   Plans. Roads, streets and alleys shall be constructed according to plans prepared and certified by a registered professional engineer in the State of Indiana in conformance with the minimum requirements specified herein. Plans must be approved by the Town Board.
   (B)   Minimum requirements for approval. Minimum requirements for Town Board approval include the following:
      (1)   Title and location sheet including traffic count data, design speed, and functional classification of proposed road or street.
      (2)   Typical cross section sheet.
      (3)   Plan and profile sheet including topographic information, drainage plan, right-of-way limits and location of utility easements.
      (4)   Plans shall conform to the most current edition of the Indiana Department of Transportation (INDOT) Standard Specifications. This statement shall be noted on the title sheet.
      (5)   Plans shall also conform to the most current edition of the American Association of State Highway and Transportation Officials (AASHTO) "Policy on Geometric Design of Highways and Streets.”
   (C)   Classification. Functional classification of roads, streets and alleys shall be based on the following table:

   (H)   Pavement sections for roads, streets and alleys-general.
      (1)   All roads, streets and alleys shall have a paved surface unless special approval is received from the Town Board. On alleys and low-volume rural local roads, an unimproved (gravel) surface will be considered. A request for an unimproved surface requires special consideration by the Town Board and each ruling will be based on information pertaining to that particular request.
      (2)   All roads, streets and alleys receiving a paved surface will be constructed as directed in the following paragraphs, based upon their functional classification. The pavement shall be a flexible type pavement (bituminous). A rigid pavement (concrete) will not be acceptable, as the maintenance costs for long-term care of a rigid pavement are not within the budget capability of the town.
      (3)   All bituminous material shall be in conformance with the current edition of the Indiana Department of Transportation (INDOT) Standard Specifications.
      (4)   Aggregate bases specified shall be compacted aggregate base size no. 53 in conformance with the current edition of the Indiana Department of Transportation (INDOT) Standard Specifications.
   (I)   Minimum pavement section for rural arterials.
      Bituminous surface:   1 inch   (= 110 lbs. per s.y.)
      Bituminous binder:    2 inches    (= 220 lbs. per s.y.)
      Bituminous base:    3 inches    (= 330 lbs. per s.y.)
      Aggregate base:    12 inches
   (J)   Minimum pavement section for rural collectors.
      Bituminous surface:    1½ inches    (= 165 lbs. per s.y.)
      Bituminous base:    3½ inches    (= 385 lbs. per s.y.)
      Aggregate base:    8 inches
   (K)   Minimum pavement section for rural local roads.
      Bituminous surface:    1½ inches    (= 165 lbs. per s.y.)
      Bituminous base:    2½ inches    (= 275 lbs. per s.y.)
      Aggregate base:    6 inches
   (L)   Minimum pavement section for subdivision streets.
      Bituminous surface:    1½ inches    (= 165 lbs. per s.y.)
      Bituminous base:    2½ inches    (= 275 lbs. per s.y.)
      Aggregate base:    6 inches
   (M)   Curbs and sidewalks. Curbs and sidewalks shall be of a type approved by the Indiana Department of Transportation (INDOT), and constructed according to the most current edition of the INDOT Standard Specifications.
   (N)   Commercial and industrial roads. Commercial and industrial roads shall be classified as rural collectors and meet requirements for such roads contained herein. Parking shall not be permitted on commercial and industrial roads.
   (O)   Traffic control devices. Traffic control devices (signs, signals and pavement markings) shall be provided on all roads, streets and alleys in accordance with the most current edition of the Indiana Manual of Uniform Traffic Control Devices (MUTCD).
   (P)   Storm drainage. Storm drainage shall be addressed in a storm water drainage plan as part of the plans for Board of Commissioners approval as noted in division (B)(3) above of this section. Drainage facilities, including inlets, catch basins, manholes, pipes and related items shall be as approved by INDOT.
   (Q)   Maintenance bonds. All roads, streets and alleys developed and constructed by individuals or organizations, in order to be accepted as the maintenance responsibility of the town, must be accompanied by an acceptable three year maintenance bond at the time of acceptance by the town.
