§ 91.04  REQUEST FOR HEARING.
   (A)   Any person to whom a citation and notice to abate has been issued may have a hearing before the Town Council in order to determine whether a nuisance does exist.  A request for a hearing must be made in writing and delivered to the Town Clerk-Treasurer within five calendar days after the issuance date of the citation and notice to abate, or it will be conclusively presumed that a nuisance exists that must be abated as directed in the citation and notice to abate.
   (B)   This hearing will be heard before the Town Council within a reasonable time thereafter at a time and place fixed by the Town Council.  The findings of the Town Council shall be conclusive and final.  At the conclusion of the hearing, the Town Council shall render a written decision as to whether a nuisance exists.  If a nuisance is found to exist, it shall be ordered abated within a time reasonable under the circumstances.
