For the purpose of this subchapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
ANIMAL. A dog or a cat.
ALTERED ANIMAL. Any animal which has been spayed or neutered.
RESTRAINT.
(1) The securing of an animal by a leash or lead; or
(2) Confining it within the real property limits of property owned, lawfully occupied, or controlled by its owner/guardian.
RUNNING AT LARGE. The presence of a dog or cat at any place, public or private, except upon the premises of the owner, keeper, harborer or possessor of such dog or cat; provided however, that a dog or cat shall not be considered to be running at large if the same is on a leash or under reasonable restraint and under the direct control of a person physically able to control the same.
