(A) Any user found to be violating any provision of this chapter shall be responsible to cease all violations.
(B) Any user violating any of the provisions of this chapter, which results in fines or penalties being levied against the city, shall become liable for the fine or penalty, plus any expenses, loss or damage occasioned by the violation. This cost would be levied in addition to any enforcement-related fines pursuant to this chapter.
