The WWTP Superintendent and the County Health Inspector and other duly authorized employees of the city and county acting as their duly authorized agents and; bearing proper credentials and identification, shall be permitted to enter upon any properties as may be necessary for the purpose of inspection, observation, measurement, sampling and testing in accordance with provisions of this chapter.
