The storage upon any property of building materials is prohibited unless there is in force a valid building permit for construction upon the property and the materials are intended for use in connection with such construction. Materials used in constructing any structure not requiring a permit shall be stored in a neat and orderly pile out of public view from the roadway and shall be used for construction within one year or otherwise removed or stored in a completely enclosed building.
