The proprietor shall be responsible for seeing that all property, including parking lots, are kept free of all waste, trash, rubbish, or refuse of all kinds. The proprietor shall provide for the removal of all waste, trash, rubbish, or refuse of all kinds from the property. Such intervals between removal shall not exceed one week. Between collections, the refuse shall be stored in covered containers constructed in such a way as to prevent the escape of the refuse.
