For the purpose of this chapter, the following definitions shall apply, unless the context clearly indicates or requires a different meaning.
BUILDING. Any dwelling, garage, commercial BUILDING or other out BUILDING or structure, regardless of its zoning classification.
NUISANCE. Any condition or use of premises or of building exteriors which is unsightly or detrimental to the property of others, which causes or tends to cause diminution in the value of other property in the neighborhood, or which repeatedly offends or annoys members of the neighborhood shall be considered as a NUISANCE in fact.
PARKING LOT.
All areas set aside for or designed for the parking of motor vehicles or the loading or unloading of motor vehicles on the premises or in conjunction with a commercial building, and includes all driveways, aisle ways, or other areas supplementary thereto.
PROPERTY POSSESSOR. Every owner, firm, corporation, limited liability company, lessee, tenant, or other person having the right to possession of all or a portion of real property within the city. Where there is more than one such person, all shall be jointly and severally obligated by the terms of this chapter.
