§ 151.42 BLOCKS.
   Blocks within site condominium subdivisions shall conform to the following standards.
   (A)   Sizes.
      (1)   Maximum length for blocks shall not exceed 1,400 feet in length, except where, in the opinion of the Planning Commission, conditions may justify a greater distance.
      (2)   Widths of blocks shall be determined by the condition of the layout and shall be suited to the intended layout.
   (B)   Public/private walkways.
      (1)   Location of public/private walkways or crosswalks may be required by the Planning Commission to obtain satisfactory pedestrian circulation within the subdivision where blocks exceed 1,000 feet in length.
      (2)   Widths of public/private walkways shall be at least six feet and shall be in the nature of an easement for this purpose.
      (3)   The surface of the walkways shall be developed in concrete. Planting pockets shall be provided in public/private walkways for tree and shrub planting. The planting plan and surface treatment shall meet the approval of the Planning Commission.
   (C)   Easements.
      (1)   Location of utility line easements shall be provided along the rear or side lot lines as necessary for utility lines. Easements shall give access to every lot, park or public grounds. The easements shall be a total of not less than 12 feet wide, six feet from each parcel.
      (2)   Recommendations on the proposed layout of telephone and electric company easements should be sought from all of the utility companies serving the area.
      (3)   Easements needed for storm drainage purposes shall be determined by the City Engineer and shall meet the requirements of the City Engineer.
      (4)   Aerial easements three feet in width shall be provided where needed along side lot lines so as to provide for street light drop-outs for the provision of street lighting. A notation shall be made on the final plat indicating: "The side lot lines between lots (indicate lot numbers), are subject to street light drop-out rights granted to the power company."
   (D)   Trees. Plans shall be submitted showing location, type and size of street trees.
