§ 151.25 PRELIMINARY APPROVAL; EFFECT OF PRELIMINARY APPROVAL OR DENIAL.
   (A)   The Planning Commission shall consider whether to grant preliminary approval of the plan for the proposed condominium project based on the standards and requirements set forth in this chapter. The Planning Commission shall preliminarily approve, preliminarily approve subject to conditions or deny the proposed condominium project and site plan.
   (B)   A denial shall mean that the proposed project and site plan does not meet the requirements of this chapter. Any denial shall specify the reasons for the denial and those requirements of this chapter that are not met.
   (C)   A preliminary approval shall mean that the condominium projects and site plan meet requirements of this chapter. Subject to any conditions imposed by the Planning Commission as part of its motion, preliminary approval assures the applicant the applicant's project and site plan will receive final approval if the following are true.
      (1)   All state and county approvals are obtained.
      (2)   No negative comments are received from any governmental agency or public utility.
      (3)   All federal, state and local laws and ordinances are met.
