Any person who shall drink beer, wine, or other intoxicating liquors while on or within any street, sidewalk, public parking lot, alley, private parking lot open to the general public or any place open to the patronage of the public which is owned or occupied by any government agency or instrumentality shall be guilty of a misdemeanor.
