§ 113.03 EXCEPTIONS.
   The city ordains nothing hereinafter in this chapter contained, shall be construed to prevent any manufacturer, farmer, mechanic or nurseryman, from selling his own productions, without license, except such license as the City Council shall determine by ordinance, rule or by-law, to be necessary to regulate the sale thereof under the police powers, and which regulation shall be necessary for the protection of the public health of the residents of the city, nor shall be construed to mean that any wholesale merchant who shall sell to dealers only shall be required to procure a license therefor.
