For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
HAWKER
or
PEDDLER.
Any person who shall go about from place to place within the city, in any manner whatsoever, or who shall from any stand, cart, vehicle or device, in or upon any street, highway or sidewalk or upon any open place or places, or space, or public building or grounds, or private building or grounds within the city, or who shall by sample or otherwise from any hotel, public building or other place within the city, sell, offer for sale or solicit orders for any goods, wares, merchandise, refreshments, or any kind of property or thing whatsoever, to any person not a dealer therein.

HE.
Is being used as a generic term for convenience only and is intended to include he or she as the case may be.

ITINERANT VENDOR.
Any and all persons, both principals and agents, who engage in the temporary or transient business in the city, in the sale of goods, wares and merchandise, and who for the purpose of carrying on such business hire, lease or occupy any building or structure for the exhibition and sale of such goods, wares and merchandise, or any person who shall temporarily associate himself with any local dealer, trader or merchant, or any person who shall conduct such temporary transient business in connection with or as a part of the business of or in the name of any local dealer, trader or merchant within this city.
