§ 112.03 LICENSE REQUIRED; EXCEPTIONS.
   (A)   It shall be unlawful for any person to conduct a garage sale in the city without first filing with the Clerk the information hereinafter specified, and obtaining from the Clerk a license to do so, to be known as a "garage sale license." Such a license shall be issued to any one address only twice in any one calendar year. Each sale shall not last more than four consecutive days. Each license issued under this chapter shall be prominently displayed on the premises upon which the garage sale is conducted throughout the entire period of the licensed sale.
   (B)   Exceptions to the above ordinance shall be "free" weekends when a garage sale may be held without a license but shall be limited to four consecutive days except for the July 4 weekend as specified below. "Free" weekends shall be defined as follows: Memorial Day weekend in May, July 4 and the three days either following or preceding it, whichever shall include a Saturday and Sunday (should July 4 fall on a Wednesday, the "free" weekend shall be those four days preceding July 4), and Labor Day weekend in September.
