(A) Poles or other wire holding structures shall be erected by the company only with prior approval of the City Council.
(B) Where a public utility serving the city desires to make use of the poles or other wire holding structures of the company, but agreement therefor with the company cannot be reached, the city may require the company to permit such use for reasonable and just compensation, provided that such use would not unduly interfere with the company's operation.
(C) The city agrees to allow the company to use its utility poles in exchange for installation and maintenance of necessary head end equipment and taps for a load management system. Additionally, the company agrees to provide two free-access channels and to furnish up to $7,000 worth of equipment and hardware, such as cameras, VCRs, and the like, needed to originate programs for the schools and city.
