No statement contained in this section shall be construed as preventing any special agreement or arrangement between the city and any person, firm or corporation whereby waste of unusual strength or character may be accepted by the city, subject to payment by the person, firm or corporation, provided the waste will not damage the sanitary sewer or storm sewer or wastewater treatment plant or the receiving waters.
