Whenever the Council shall have passed a resolution or made an order for the construction, rebuilding, repairing or changing any sidewalk in the city, it shall be the duty of the City Clerk to issue notices in writing to the owner or owners or occupants of the lot or lots, lands or premises abutting upon the proposed walk, which shall contain the information required by § 97.33. He shall make duplicate copies thereof, and two copies thereof he shall hand to the Street Commissioner, Marshal or any person duly authorized by the Common Council.
