§ 97.30 CONSTRUCTION AND REPAIR RESPONSIBILITY OF OWNER OR OCCUPANT.
   All sidewalks shall be constructed, on the grade of the street as has been or may be established by the Council, by the owner or occupant of the lot or lands adjacent to the line of the proposed sidewalk, and the sidewalks of the city shall be maintained and repaired by such owner or occupant; and in case of default of such person so to do, then the same shall be constructed, repaired, maintained or rebuilt by the city as hereinafter provided and the expense thereof shall be paid and discharged by a special assessment against such premises; or the Council may by a majority vote of the Council elect, pay such part of the expense of building, repairing, maintaining or rebuilding such sidewalks as they may deem proper, from the general highway fund.
