The owner or occupant of any lot or lots, lands and premises adjacent to and abutting upon any sidewalk shall keep the same free from snow, ice, filth and all obstructions, encroachments, encumbrances or other nuisances allowed to remain upon the sidewalk for a period of 12 hours. The Street Commissioner shall cause the same to be removed and report the expense of the same to the Common Council in writing and the expense shall be defrayed by special assessment in like manner as specified in § 97.40 of this chapter.
