(A) One employee at each industrial user shall be delegated to serve as the local wastewater contact for the WWTP Superintendent. Responsibilities of this individual shall include but not be limited to the following:
(1) Provide day-to-day verbal communications with the WWTP Superintendent as necessary.
(2) Ensure proper operation and maintenance of pretreatment facilities if applicable to produce a continuous high level of performance.
(3) Maintain an up-to-date site layout drawing that clearly shows the location of all buildings, process areas, chemical storage areas, pretreatment facilities if applicable, floor drains near process and chemical storage areas, sanitary and storm sewers, discharge sampling points, discharge outfalls to waters of the state, and discharge outfalls to the POTW.
(4) Maintain an up-to-date accounting of average flows for all discharges to the POTW or waters of the state, with identification of appropriate waste categories such as process, water treatment, air pollution control, air conditioning condensate, boiler water, cooling water, and sanitary.
(5) Maintain up-to-date records of pollutant concentrations or values measured in discharges to the POTW, discharges to waters of the state, and process wastes.
(6) Be aware of all potential and routine toxic wastes generated at the facility and catalog all bulk chemicals on the site including both specific and common chemical names, amounts stored, amounts used, and amounts manufactured.
(7) Be involved in activities to prevent accidental releases, pollutant slugs, and upsets or unanticipated bypasses of the pretreatment facilities if applicable.
(8) Stay informed of all process changes which could in any manner modify normal flow or pollutant strength in the discharge to the POTW.
(9) Be aware of planned process alterations over the next year, two years, and five years, including consultation with appropriate management for confirmation whether such alterations are scheduled and forthcoming.
(10) Oversee completion of nondomestic user survey and industrial waste questionnaire forms when required by the city.
(B) Where required by the city, an approvable sampling station shall be provided in an accessible place for the POTW personnel to obtain samples and flow measurement data. The complexity of the station may vary with sampling requirements that the city determines to be necessary. A more complex station, complete with 110 volt AC power source, shall be provided when continuous flow monitoring and 24-hour flow proportional composite sampling is required. The sampling station shall provide a safe environment for POTW staff, and be fully accessible seven days a week and 24 hours a day without entering the industrial user’s property. Installation and maintenance of the sampling station shall be at the industrial user’s expense.
(C) Appropriate secondary containment shall be provided by each industrial user to protect against accidental leaks to floor drains that discharge to the POTW. Secondary containment shall be provided for all bulk chemical storage and tanks which may be serviced by commercial haulers. Tank containments shall be sufficient to hold 150% of the total volume, and all floor drains within a containment area shall be plugged and sealed. Sumps within any containment area shall be blocked and sealed. Sumps within process areas where bulk chemicals are used shall be routed to pretreatment facilities, if applicable, or to quarantine tanks to prevent spills from being discharged to the POTW.
(D) Unless approved otherwise by the WWTP Superintendent, all residuals such as high strength wastes, residues, sludge-type wastes, and spent raw materials or products generated by an industrial user shall be segregated from wastewater to be discharged to the POTW and disposed off-site by a licensed waste hauler. The WWTP Superintendent, at his/her discretion, may establish appropriate terms and conditions for pretreatment and discharge of such wastes to the POTW. At a minimum, pretreatment shall achieve the acceptable levels as detailed in this chapter. All sludges and residuals generated by this pretreatment shall be disposed off-site by a licensed waste hauler.
(E) Unless approved otherwise by the WWTP Superintendent, non-contact cooling water at an industrial user’s site shall be treated as necessary and discharged to waters of the state under authority of a NPDES permit issued by MDEQ.
(F) Agents of the city, County Health Department, MDEQ, and EPA shall be allowed to enter each industrial user’s property for inspections, for measuring flows and sampling pollutant concentrations or values in discharges to the POTW or waters of the state, and for copying discharge-related records.
