All conveyances of cemetery lots, half-lots or grave spaces shall be for burial rights of human bodies only and shall be issued in behalf of the city by the City Clerk, signed by the Clerk and counter-signed by the Mayor, and sealed with the seal of the city, numbered in the order of issue, and shall be in such form as the Council may prescribe.
