§ 51.048 MEASUREMENTS, TESTS AND ANALYSES.
   (A)   When required by the city, the owner of any property serviced by a building sewer carrying industrial wastes shall install a suitable control manhole together with any necessary meters and other appurtenances in the building sewer to facilitate observation, sampling and measurement of the wastes. The manhole, when required, shall be accessible and safely located and shall be constructed in accordance with plans approved by the city. The manhole shall be installed by the owner at his expense and shall be maintained by him so as to be safe and accessible at all times.
   (B)   All measurements, tests, and analyses of wastewater characteristics to which reference is made in this chapter shall be determined in accordance with analytical procedures approved by EPA and listed in 40 CFR Part 136. In cases where EPA-approved procedures are not available or do not apply to a particular characteristic being measured, an alternate methods validated by a recognized authority and approved by the WWTP Superintendent may be used.
   (C)   All measurements, tests and analyses of pollutant characteristics to which reference is made in this section shall be determined at the control manhole provided for in this section, or upon suitable samples taken at the control manhole. In the event that no special manhole has been required, the control manhole shall be considered to be the nearest downstream manhole in the public sewer to the point at which the building sewer is connected.
   (D)   Sampling shall be carried out by customarily accepted methods to reflect the effect of constituents upon the sewage works and to determine the existence of hazards to life, limb and property. Grab samples shall be used for pH, cyanide, total phenols, oil and grease, sulfide, and volatile organic compounds. For all other pollutants, 24-hour composite samples shall be used. Multiple grab samples collected during a 24-hour period may be composited prior to the analysis as follows: in the field or in the laboratory for cyanide, total phenols, and sulfides; in the laboratory for oil and grease and volatile organics; as authorized by the Administrator for other parameters.
   (E)   All 24-hour composite samples shall be collected through flow-proportional sampling techniques, unless the WWTP Superintendent authorizes an alternative sampling technique including but not limited to 24-hour composite samples obtained through time-based sampling techniques or compositing of multiple grab samples collected within a 24-hour period. A user seeking an alternative sampling technique to be authorized by the WWTP Superintendent shall demonstrate that the corresponding samples are representative of conditions during discharge to the POTW. The user shall submit this demonstration in writing to the WWTP Superintendent, who will store the documentation in the city’s IPP file for that user.
   (F)   Collected samples shall be split between the city and user for analysis upon request by either party.
