Garbage and rubbish shall be collected by city-approved contractors or city personnel at such times and pursuant to rules and regulations established by the Supervisor. The rules and regulations shall be published in a newspaper of general circulation in the city at least once before they become effective, and as often as the Supervisor shall deem necessary.
