§ 33.20 PLANS ADOPTED BY REFERENCE.
   (A)   Pursuant to Public Act 197 of 1975, being M.C.L.A. §§ 125.1561 through 125.1680, as amended, the city hereby adopts a Development Plan and Tax Increment Plan for the City of Croswell Downtown Authority. The plans are adopted herein by reference, and are available for inspection during regular business hours at the City Clerk's office.
   (B)   The Development Plan and Tax Increment Plan are adopted pursuant to proper public notice and posting consistent with Section 18 of Public Act 197 of 1975 (M.C.L.A. 125.1668) and after a public hearing on the Development Plan and Tax Increment Plan was held on December 27, 1990, and on January 30, 2017 as to the amended plan, pursuant to Section 19 of Public Act 197 of 1975 (M.C.L.A. 125.1669) and at the hearings the City Council determined pursuant to Section 19 of Public Act 197 the following:
      (1)   The amended and restated plan meets the requirements set forth in the Act.
      (2)   The proposed method of financing the development is feasible and the Authority has the ability to arrange the financing.
      (3)   The development is reasonable and necessary to carry out the purposes of the Act.
      (4)   The land included within the development area to be acquired, if any, is reasonably necessary to carry out the purposes of the amended and restated plan and the purposes of the Act in an efficient and economically satisfactory manner.
      (5)   The development plan and tax increment plan, as amended and restated, are in reasonable accord with the Master Plan of the municipality.
      (6)   Public services such as fire and police protection and utilities are or will be adequate to service the project area.
      (7)   Changes in zoning, streets, street levels, intersections, and utilities, to the extent required by the amended and restated plan, are reasonably necessary for the project and for the city.
   (C)   Any amendment to the approved development plan and tax increment plan must be submitted by the Downtown Development Authority to the City Council for approval or rejection.
