§ 33.03 BOARD MEMBERSHIP; TERMS OF OFFICE.
   (A)   Board membership.
      (1)   The affairs of the Downtown Development Authority shall be governed by a Board consisting of the City Administrator and eight additional members, all of which shall be appointed by the City Council. The Chairman of the Downtown Development Authority shall be a voting member of the Board.
      (2)   At the first regular meeting of the City Council after publication of Ordinance No. 252, there shall be appointed by the City Council eight members to serve as the Board of the Downtown Development Authority together with the City Administrator. Qualifications for membership on the Board shall be set forth in the Downtown Development Act.
   (B)   Terms. 
      (1)   The other members appointed as the Board of Downtown Development Authority shall be appointed in accordance with the following schedule.
         (a)   Two members whose terms expire in one year.
         (b)   Two members whose terms expire in two years.
         (c)   Two members whose terms expire in three years.
         (d)   Two members whose terms expire in four years.
      (2)   Prior to the expiration date and each year thereafter, the City Council shall appoint members to the Board for a term of four years each to fill the places of those whose terms have expired. Further, the City Council shall fill vacancies as they exist on the Board from time to time.
      (3)   A Board member shall take office by swearing and subscribing to the constitutional oath of office.
