Pursuant to Public Act 197 of 1975, being M.C.L.A. §§ 125.1561 through 125.1680, as amended, the city hereby establishes a Downtown Development Authority which shall be established and regulated pursuant to Act 197. The Authority shall analyze the impact of economic changes and growth in the Downtown Development District and develop plans in coordination with the various city commissions dealing with the growth and development of the community. The Authority shall implement a development plan in the Downtown District as necessary to achieve the purposes of the Downtown Development Act and in accordance with the powers granted by the aforementioned Public Act.
