(A) Assessment rolls to provide for the foregoing improvements shall be made in four or more equal parts, not to exceed ten, and such parts of the assessment roll shall be numbered consecutively.

(B) The Treasurer shall assess against each lot or parcel of land a part of the cost of the improvement which is assessable, as the Treasurer finds that that lot or parcel of land benefitted from the improvement.

(C) Upon completing the assessment roll, and prior to collecting, the Treasurer shall give notice in a daily paper of general distribution in the city that the roll is completed and that it will be in his office for seven days from the date of publication of the notice. At the expiration of the seven days the Treasurer shall sign the assessment roll and report it to the Council. The Council may either confirm the roll or refer it back to the Treasurer for correction or revision. When the roll is corrected to the Council's satisfaction it shall, by resolution, confirm it. After confirmation, the assessment shall constitute a lien, until paid, upon the lot or parcel of land listed in the assessment roll.
