§ 32.03 AUTHORITY OF CITY COUNCIL.
   The Council may, in its discretion, order the improvement to be constructed and the costs to be assessed, or it may order the Treasurer to proceed to collect in advance not less than 25% of the city's estimated cost of the proposed improvement, based upon the tentative assessment roll. If 25% or more is not paid within 60 days after the receipt of the tentative roll, then the Treasurer shall report the deficiency to the Council. The Council may order the improvement canceled and the deposits refunded. If 25% or more is collected, the Treasurer shall inform the Council, which may order the department concerned to proceed with the improvement.
