The Treasurer shall be directed that the property to be benefitted shall bear the cost of the improvement within the following maximum limitations.
(A) Sidewalks, 100% of the cost of new construction.
(B) Sewers, 100% of the cost of new construction.
(C) Water lines, 100% of the cost of new construction except where crossing public right-of-way.
(D) Paving of roads and streets, 50% of the cost of new paving.
(E) All other special assessments for related construction shall be limited as the Treasurer may direct.
