The people of the City of Croswell shall have the right to petition the Council for the construction of sidewalks, sewers, water lines and for the paving of roads, and streets. The petition shall provide that the work shall be financed by special assessment. Upon the filing of such a petition, the department in charge of the improvement shall be directed by the Council to prepare a plan of the improvement, showing the property to be benefitted and the estimated costs thereof. If the Council shall deem the improvement necessary, it may, in its discretion, order the Treasurer to have drawn up a tentative assessment roll based upon the estimate furnished by the department in charge of the improvement.
