(A) Immediately after their appointment, the members shall meet and organize by electing one of their members Chairman and electing any other officers as they may deem necessary. They shall also have the power to adopt any by-laws and regulations as they deem necessary for the carrying on of the business of the Commission.
(B) A majority of the members of the Commission shall constitute a quorum for conducting its business. However, the Commission shall take no action or make determinations without a concurrence of a majority of the members appointed and serving on the Commission.
(C) The Commission shall meet for not more than 15 session days in 1973 and every odd-numbered year thereafter. A
SESSION DAY
means any calendar day on which the Commission meets and a quorum is present.
