(A) The Commission shall consist of five members, who are registered electors of the city, who shall be appointed by the Mayor, subject to confirmation by majority of the City Council. However, no member of the City Council or person otherwise employed by the city or member of the immediate family of any member or employee shall be eligible to be a member of the Commission.

(B) The members shall be initially appointed as follows.
(1) One member for a term of five years.
(2) One member for a term of four years.
(3) One member for a term of three years.
(4) One member for a term of two years.
(5) One member for a term of one year.
(C) Annually, thereafter, the Mayor, with the approval of the Council, shall appoint one member of the Commission for a term of five years. All original members shall be appointed within 30 days after the effective date of this chapter. Thereafter, members shall be appointed before October 1 of the year of appointment.

(D) Vacancies shall be reported to the City Council and shall be filled for the remainder of the unexpired term in the same manner as original appointments.
