The Council shall appoint a City Administrator within 90 days after any vacancy exists in this position. The City Administrator shall hold office at the pleasure of a majority of the Council but shall not be removed from office during a period of 60 days following a regular city election except for cause shown. He shall be selected on the basis of his executive and administrative qualifications, with special reference to his training and experience.
