SECTION 14.3 EFFECTIVE DATE OF THIS CHARTER.
   This charter shall take effect on December 31, 1985.
   All officers, councilpersons and employees of the City shall continue in their respective offices and employment as though they had been appointed, elected or employed in the manner provided in this charter, and shall, in all respects, be a subject to the provisions of this charter.
