All of the powers, not inconsistent with the provisions of this charter, possessed by the City of Croswell by virtue of Action No. 215 of the Public Acts of 1895 as granted by Act No. 368 of the Michigan Local Acts of 1905 are hereby expressly reserved to the City of Croswell under this charter. Further the City shall be vested with any and all powers which cities are, or hereafter may be, required or permitted to exercise or to provide for in their charters under the constitution and statutes of the State of Michigan, as fully and completely as though those powers were specifically enumerated herein, except for such limitations and restrictions as are provided in this charter and no enumeration of particular powers in this charter shall be held to be exclusive.
