If any word, phrase, provision, paragraph, division, or section of this chapter is invalidated by any other chapter of the city’s Code of Ordinances or a court of competent jurisdiction, the remaining words, phrases, provisions, paragraphs, divisions, and sections shall not be affected and shall continue in full force and effect. All laws, ordinances, codes, and regulations that are inconsistent or conflicting with any provisions of this chapter may be deemed to not apply. Nothing contained herein shall be construed to prevent the adoption and enforcement of laws, ordinances, codes, or regulations which contain more restrictive provisions than those of this chapter.
