All taps used by any person for the supply of water from the city shall be provided with a three-fourths-inch water meter by the city, and each consumer requiring a larger meter of up to one inch shall purchase the meter, and it shall remain his or her property. In addition, each water user furnished with a water meter shall pay to the city a minimum monthly rate, and for all additional gallons, set from time to time by the Council. In addition to these fees, and for the purpose of providing funds for the operation and maintenance of the sewer system of the city, there shall be charged, added, and collected monthly with each water consumer bill a fee per gallon for monthly sewer charges and a fee for service charges set from time to time by the Council.
