§ 50.05 REMOVAL AND TRANSPORTATION.
   (A)   Removal business. Any person wishing to engage in the business of removal of rubbish or garbage on a regular basis from any location within the city shall first obtain a license for the privilege. The currently required annual fee shall be included with the application for the license and shall be given to the City Clerk-Treasurer at least 30 days in advance of the establishment of the business.
   (B)   Vehicles. All vehicles used for hauling refuse by the city or a licensed hauler shall be covered, leak-proof, durable, and of easily cleanable construction. Every vehicle used for hauling shall be sufficiently airtight and so used as to prevent unreasonable quantities of dust, paper, or other collected materials to escape. Every vehicle shall be kept clean to prevent nuisances, pollution, or insect breeding and shall be maintained in good repair.
   (C)   Transporting refuse. It shall be unlawful to transport any refuse from outside of the city limits for pickup by the refuse collection system.
