For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BUSINESS. A house or building occupied by a person engaged in the operation of a business at or on the premises.
BUSINESS ESTABLISHMENT or COMMERCIAL. Any premises where a commercial or industrial enterprise of any kind is carried on, and shall include clubs, churches, and establishments of nonprofit organizations and governmental agencies where food is prepared or served or where goods are sold. It shall mean any commercial or industrial enterprise, providing products or service, which is carried on by the owner or occupant which involves the general public on the premises. Multiple-dwelling units of three or more dwelling units located in commercial districts in the zoning map (B-1, B-2, I-1, or I-2) shall be classified as BUSINESS ESTABLISHMENT or COMMERCIAL under this chapter. Construction waste or demolition debris is a BUSINESS ESTABLISHMENT or COMMERCIAL.
DWELLING UNIT. A separate dwelling place with a kitchen.
GARBAGE. Organic waste resulting from the preparation of food and decayed and spoiled food from any source.
HAZARDOUS WASTE OR SUBSTANCE. A chemical or substance, or mixture of chemicals and substances, which are either toxic or highly toxic; an irritant; corrosive; a strong oxidizer; a strong sensitizer; combustible; either flammable or extremely flammable; dangerously reactive; pyrophoric or pressure-generating; compressed gas; carcinogen; teratogen; mutagen; reproductive toxic agent; or that otherwise, according to generally accepted documented medical or scientific evidence, may cause substantial acute or chronic personal injury or illness during or as a direct result of any customary or reasonably foreseeable accidental or intentional exposure to the chemical or substance.
INDUSTRIAL BUSINESS. A building housing a business engaged in the manufacturing or remanufacturing of any item for resale.
JUNK CARS. Any motor vehicle stored within the city which does not bear current vehicle registration.
LOW-INCOME HOUSING. Refers specifically to the Edgewood and Dellwood Apartment Complexes.
MERCANTILE BUSINESS. A business engaged in merchandising consumer goods, including, but not limited to, hardware stores, liquor stores and bars, furniture stores, drugstores, dry goods stores, clothing stores, and filling stations.
MULTIPLE RESIDENCE. A dwelling or structure providing dwelling for three or more families.
MULTIPLE-FAMILY DWELLING. A house or building occupied by three or more families and divided into separate apartments or units.
RECYCLABLES. Include paper, plastic, tin cans, aluminum, motor oil, glass, and other metal goods, each separated or otherwise prepared so as to be acceptable to the recycling center where they are to be deposited.
RECYCLING CENTER. Premises within the city approved by the Council for receipt, storage, and processing of recyclables, and premises outside the city approved as a RECYCLING CENTER by the local unit of government having jurisdiction.
REFUSE. Includes garbage and rubbish, but shall not include sewage.
RESIDENCE or RESIDENTIAL. Dwellings or structures providing dwelling for two or fewer families or separate individuals (i.e., multiple residences of one or two dwellings or any dwelling or structure providing dwelling for any number of families or individuals) in residential zones, R-1 and R-2, according to the zoning map.
RESIDENTIAL/COMMERCIAL. Any residence where a commercial or industrial enterprise, providing products or service, is carried on by the owner or occupant which involves the general public on the premises.
RESIDENTIAL REFUSE. Refuse originating from residential property.
RESTAURANT, CATERING SERVICE. A business engaged in selling prepared meals.
RETAIL FOOD BUSINESS. A business engaged in selling meats and/or groceries on a retail level.
RUBBISH. Non-garbage solid waste such as tin cans, glass, paper, sweepings, clippings, ashes, rags, and the like.
SERVICE BUSINESSES. A business engaged in providing consumer services, including, but not limited to, doctors, dentists, lawyers, insurance agents, real estate agents, rental outlets, banks, accountants, barbershops, and beauty shops.
SINGLE-FAMILY DWELLING. A house or building occupied by one family.
TWO-FAMILY DWELLING. A house or building occupied by two families and divided into two separate apartments or units.
