Pursuant to M.S. § 412.221, Subd. 22, as it may be amended from time to time, the city has the authority to regulate the bringing, depositing, or leaving within the city of any unwholesome substance or deposit of solid waste or chemical within the city not otherwise authorized by law and to enact the necessary laws to protect its citizens and the public welfare.
