§ 32.07 LIEUTENANT.
   A Lieutenant is appointed by the Fire Chief. In order to be appointed as Lieutenant, a person must be a member of the Fire Department, in good standing, and have been a member of the Fire Department for a minimum of five years, and must have state certification as Firefighter I.
