§ 32.04 FIRE CHIEF.
   In order to be eligible or nominated as Fire Chief, a person must be a member of the Fire Department, in good standing, and have been a member of the Fire Department for a minimum of ten years, must have state certification as a Firefighter I and Firefighter II, Officer I, and also must have served as Assistant Chief on the city’s Fire Department. The Chief of the Fire Department shall have control of all the firefighting apparatus and shall be solely responsible for its care and condition. He or she shall make an annual report to the Council at one of its regular meetings on the condition of the equipment and needs of the Fire Department. He or she may submit additional reports and recommendations at any meeting of the Council, and he or she shall report each suspension by him or her of a member of the Fire Department at the first meeting of the Council following such suspension. He or she shall be responsible for the proper training and discipline of the members of the Fire Department and may suspend any member for refusal or neglect to obey orders pending final action by the Council on his or her discharge or retention. He or she shall also make such inspections as the Council may require him or her to do and report on the inspections.
