Cycling is an important part of the recreational opportunities of the city and cyclists frequent the city’s downtown area. State law provides that no person shall ride a bicycle upon a sidewalk within a business district unless permitted by local authorities, pursuant to M.S. § 169.222, subd. 4(d). The city wishes to allow bicycle riding on the sidewalk in the city’s business district and adjacent areas subject to certain restrictions that enhance the safety of all sidewalk users. The city will complete annual reviews on safety.
