The appeal under this subchapter will be heard by the City Council. Notice of the hearing must be delivered to the alleged violator or property owner and involved city staff, in person or by mail, at least ten days in advance of the hearing. The parties to the hearing will have an opportunity to present oral or written arguments regarding the hearing officer’s decision.
