For all development sites (new development, redevelopment, and linear development) the site design shall provide on-site treatment during construction and post-construction to ensure no increase in off-site peak discharge for the one-year, two-year, ten-year, and the 100-year, 24-hour storm events based on Atlas 14 precipitation frequency events. For individual building lots that are not part of a common plan of development, rate control requirements do not apply.
