Except in an emergency, and with the approval of the city, no public property obstruction or excavation may be done when seasonally prohibited or when conditions are unreasonable for such work. Additionally, the Clerk-Treasurer shall not issue any excavation permits for street openings from November 1 through April 1, unless an emergency exists as determined by the city.
