In order to operate and maintain the management and coordination of public systems, including storm water, sewer, water, street, sidewalk, boulevard, park, beach, open space, wetlands, shorelands, and other related public works systems, the Council determines that the city shall control any and all work done in the public rights-of-way and other property owned by the city.
